The Western Amazon is entering its 2026 dry season, and Brazil's Naval Authority has already issued its first official advisory. For anyone moving cargo through Manaus and Itacoatiara, the message is clear: draft restrictions are on the way, and operational planning cannot wait.

What the Naval Authority's Official Advisory Says

On 14 July 2026, the Western Amazon River Authority (Capitania Fluvial da Amazônia Ocidental), part of the Brazilian Navy, released its "Initial Advisory on the 2026 Dry Season". The Navy is the only institution empowered to establish service orders and navigation restrictions on these waters, so its determinations are mandatory for all vessels, shipowners and pilots.

For its 2026 projections, the Authority consulted the Brazilian Geological Survey (SGB) and the Climate System Modeling Laboratory (LABCLIM) of the University of the State of Amazonas, the same references used by the Navy and by Brazil's National Water Agency (ANA). Both institutions project hydrological minimums 1.8 to 3.0 metres lower than those observed in 2025, depending on the stretch.

To put these numbers in context, in 2025 the Authority began issuing draft reductions on 13 October, when the Manaus gauge read 20.79 m and the Itacoatiara gauge 7.23 m. With levels now projected well below that, restrictions in 2026 could arrive earlier and bite harder.

Why the Dry Season Disrupts Your Supply Chain

A shallower river means a shallower authorized draft, and that translates directly into less cargo per vessel. As the water recedes toward its seasonal low, typically between October and November, the impacts compound:

  • Reduced vessel capacity: each ship or barge can load only a fraction of its normal volume to stay within the authorized draft.
  • Possible river closures: at the peak of the drought, critical passages may be temporarily closed to larger vessels.
  • Longer transit and lighter loads: cargo may need to move in smaller batches, extending lead times.

In exchange for speed, it is the higher-cost option, ideal for smaller volumes, just-in-time inputs and shipments that cannot wait for the water to rise.

Sea-air. A hybrid mode that combines the best of both worlds: the long haul goes by sea (economical) and the final, more urgent leg goes by air (fast), with transhipment at an intermediate hub. The result is a middle ground, far faster than all-water and far cheaper than all-air. During the dry season, it is the way to move cargo by sea to a gateway and complete the journey by air into Manaus, bypassing the restricted Itacoatiara–Manaus stretch. Best suited to medium-urgency cargo during restrictions or closure.
